The witness reported that the suspect was observed moving two stolen mopeds, which belonged to the victim&#8217;s friend. Responding officers located and detained the suspect, who stated that someone had told him that he could take the locked mopeds. A search of the suspect&#8217;s property revealed numerous tools for cutting locks.
