\nOfficers responded to a report of a victim being threatened by his neighbor, the suspect. Responding officers arrived at the location and made contact with the suspect, who was in an altered mental state, and refused to drop a metal flashlight. The suspect was restrained and placed in handcuffs before being transported to a hospital for medical attention.
