\nThe victim stated that they had been walking when the suspect’s vehicle pulled up next to them and the suspect was observed masturbating. Responding officers arrived at the location and attempted to conduct a traffic stop but the vehicle fled at a high rate of speed before getting into a vehicle collision. Case inspectors advised the officers that there was a history of multiple incidents with the same suspects.\u00a0<\/span><\/p>\n
