At one point, the officers slowed down to approximately 5 mph on the empty street and observed the suspect doing the same before\u00a0passing them, still at a very slow speed.\u00a0<\/span><span style=\"color: #000000;\">Officer conducted a traffic stop\u00a0and\u00a0determined the driver was intoxicated. The driver, however, refused to allow them to conduct a field sobriety test\u00a0but\u00a0agreed to have a blood test. When\u00a0the officers attempted to conduct the blood test, the driver again refused to cooperate.
