The witness reported that they had heard a crash shortly before the sounds of gunfire. Responding officers determined, via a security video, that a vehicle had collided with a sign which caused the passenger to fall out of the vehicle. The passenger, while attempting to get up afterwards, discharged a firearm at the ground.

The victim, who was shopping inside a mall, was confronted by a known suspect. The suspect then sprayed the victim with pepper spray and immediately fled the area.
