Officers responded to a report of a battery. The victim told officers that he had been involved in numerous altercations over the past two months with the suspect, who frequently rode a bicycle on the sidewalk at a high rate of speed. On this date, the victim was cleaning the sidewalk with a hose and broom when he and the suspect became involved in a verbal altercation. As the suspect walked his bicycle past, the victim sprayed him with water from the hose. The suspect became angry and advanced toward the victim with a knife. The victim and suspect then engaged in a physical altercation, during which the victim was cut. The suspect fled the scene.
