Officers responded to a report of a suspect attempting to steal a vehicle. Officers arrived and observed a suspect sitting on a Vespa. The suspect saw the officers, and he started fleeing. Officers were able to detain the suspect. Officers located numerous tools at the scene. The victim told the owner that the vehicle would not start and had numerous new damages. The suspect was arrested.
