Officers were behind a vehicle with no license plates and heavily tinted windows. The officers were about to conduct a traffic stop on the suspicious vehicle. The vehicle fled the scene at a high rate of speed, running through numerous stop lights and driving recklessly. The vehicle was lost in the area.

The victim, a parking enforcement officer, told the officers that he noticed an expired meter and a vehicle parked in front of it. The victim told the suspect to move his vehicle, or he would be ticketed. The suspect got angry, exited the vehicle, and threw a plastic bottle at him. The suspect left the scene.
